i have a 1995 bmw 525i that have overheating problems. I have replaced to head gasket, thermostat, and radiator and it is still overheating very quickly. I think that the fan may not be working. would that cause the car to heat up quickly? would it be expensive to fix? Is there anything else that could cause the car to overheat?

Does the radiator get hot? If not, there isn't water going to the radiator.
Did you bleed the cooling system?
Have you checked the water pump? The original had a plastic impeller and they fail all the time.
If the radiator does get hot and the fan doesn't come on, then you should check the fan thermostat (on the side of the radiator) the relays and the fan fuse. Also check the fan itself.
