What is that things under the gas pedal. Is that the speed Governor ?

It is your WOT switch.
WOT for Wide Open Throttle.
When you press the accelerator fully it engages this switch. It remaps the DME (engine computer) and pumps the maximum amount of fuel, adjusts ignition and valve timing, turns off the Air Conditioning compressor, and a few other things I forget. In a nutshell it makes every HP possible available to the driver even over and above the NET rating.
